"Technically," you do need to ask permission. Churches are beginning to get in vast amounts of trouble with the "copyright police" for using music without permission of the writers and publishers of various songs. Really, that's the issue. The writer/composer. And it's not just churches. (although they are some of the worst offenders.) Restaurants and other businesses are beginning to feel the pinch as they are forced to begin paying royalties as well for the music they pump into their buildings to give you "atmosphere" while you eat your sub sandwich. Again, it's the writer, primarily who's not getting what's owed them in these instances.

You need to contact the licensing agency (ASCAP, BMI, or SESAC) that is associated with the songs you want to record.

You'll find that information on the lyric section with the writer/composer, publishing company for each song, etc.) Contact whatever group it is (ASCAP etc.) and they'll help you with the permission you need from there.
